CitiVerse and Digital Twins – Cross-border workshop Thursday 11 December
This workshop serves as the first step toward a joint Nordic–Estonian use case that can mature into a consortium and eventually an EU funding proposal.
We invite you to join partners from Finland, Estonia, Norway and Sweden in defining a concrete cross-border use case and outlining the roles, needs and partnerships required for a joint CitiVerse/Digital Twin initiative. This session builds on the FinEst cross-border collaboration model developed by Forum Virium Helsinki and aims to establish a structured and action-oriented Nordic/Estonian process.

Background
The Nordic countries face similar challenges in digital transformation, data interoperability and urban-scale digital twin development. Finland and Estonia have already developed a proven cross-border collaboration model through FinEst, while Sweden and Norway are advancing national digital twin frameworks, standards and sector-specific initiatives.
This workshop serves as the first step toward a joint Nordic–Estonian use case that can mature into a consortium and eventually an EU funding proposal.
Together, we aim to move from high-level CitiVerse concepts to one concrete and feasible cross-border use case, building a shared understanding of roles, capabilities, gaps and opportunities in each country. The session will also align expectations around standards, data flows, technical architecture and governance, creating a foundation for an EU-ready collaborative structure.
Key questions include identifying the most relevant cross-border use case for a CitiVerse/digital twin approach, determining the required needs, data sources, roles and competencies, clarifying which standards and platforms must be in place, identifying essential partners, distinguishing what can be contributed without funding and what requires financing, and defining the next steps toward a joint Nordic consortium and EU proposal.
